Moldova first was a part of Romania until the Soviet Union seized it in 1940. Moldova became an independent country in 1992 many Moldovans wanted to reunite with Romania, but the Soviet government increased their border by about 10% adding a 3,000-square-kilometer sliver of land on the east bank of the Dniester River. Many inhabitants of this area are Ukrainian and Russian and oppose Moldova's reunification with Romania.

Technically Moldova is already a nation-state, but because of the fact that a part of Ukraine was given to them during the era of the Soviet Union, it makes it more difficult for the country to have everyone be of one ethnicity

Russia adding a part of Ukraine to Moldova adding another ethnicity into the mix, thus making it difficult to become a nation-state.
