The determination was that states must give an equal education opportunities. This opened the door for bilingual education programs. The Equal Opportunities Act was then established in 1974. Castaneda V. Pickard -- highlights of the case - Mandates EL programs to take "appropriate action" -- to address the needs in our EL programs.  Based upon sound education theory.  Evaluates to determine effective  ways in helping the students.  

Though this is helpful, there are some areas that need to be evaluated and hopeful there will be more supports in other court cases.
