         <description><![CDATA[<div>One big change that our group noticed that while the VII Bilingual education Act allowed for district and states&nbsp; to have larger freedom to implement EL programs and services but with the creation of ESSA it created a more streamlined approach that connects more laws to implement consistently across the state.          <title>The Brown vs. Board of Education case established that ELLs can&#39;t be fully separated from the other students. The 1974 case, Lau vs. Nichols determined that it was not OK to put students in a sink or swim situation by putting non-proficient students in a mainstream classroom. The determination was that states must give an equal education opportunities. This opened the door for bilingual education programs. The Equal Opportunities Act was then established in 1974. Within that, states were able to create education plans that are more relevant to their populations. NCLB focused on rigorous testing and federal planning while ESSA planed to uplift students by increasing equity and program quality.</div>]]></description>
