1) Telling the person NO. They wouldn't let them get away with it.
2) Calling the police. If they needed to, they were willing to get the authorities involved.

Increase: What would increase helping behavior would be people would do something like calling the cops or the girls "mom". Also their was a girl at the end that actually sat down with the girl and advised her to tell people when someone is being mean. 
Decrease: What decreased helping behavior was the people that walked by and didn't stand up for the little girl. Or the people that would pass by and just make a comment and kept walking. This could fire up the nanny more and she have treated the little girl worse.
