Managing staff who are restless but not self-starters

I'd love to get advice on how to manage staff who are dedicated workers, but 1) thrive on having assignments/tasks and get restless when they don't have an immediate project but 2) are not good at defining what they want to do nor do they suggest projects/ideas they want to work on.
