Why did her dad not stop drinking after he had promised her he would for her 10th birthday wish?

1. Why doesn't the mom work if she has a degree?

1. if the Walls parents( their mom mostly) has a degree, why doesn't she use that to make money for her family?

Why don't the parents try to turn there life around and work instead of fleaing and running over and over.

I wonder if there is more than just tax collectors chasing after the family i feel like CPS might be trying to investigate them?
