They came with little money and the cities got over crowded . 30% of the total population lived in cities, during this time there was also urbanization. He used photography to expose the reality of poverty to the other half of the population. One name of his work is called "How The Other Half Lives" which showed photographs of peoples homes.
    
Another reformer was Jane Adams, Jane Adams and her friend Ellen Starr bought a house and turned it into a settlement house, which provided services to poor people.
   
Ellen Star was also a reformer she opened the first Hull House in 1889 which were community centers that also offered services to the poor.

Another organization helping to reform poverty today is Concern Worldwide.
