Title I originated in 1965 under the Lyndon B. Johnson administration. This landmark legislation moved school funding from just the local level to providing federal school funding that targets at risk populations. This program is the largest federal school funding mechanism and is provided to schools who have over 40% of student population receiving free school lunch. It was originally housed under ESSA but is now part of the No Child Left Behind Act (Spivey, 2020).
