In the novel Guitar justifies it by saying he is making the numbers even, but I don't think he makes the impact he thinks he is making. He is just hurting more and more people and he, just like the white people in the story seeing black people in the same way, does not see white people as real people. However I do not think that killing randomly and potentially innocent people like the Seven Days is doing is justifiable violence. Violence stems from anger and hatred but self-defense stems from instinct and fighting for your life.
