Yes, you may loan the kit to another building.  However, there needs to be accountability.  If books are misplaced or items are misplaced, they need to know that they will be responsible for replacing them.  
You are also able to say "No."  You are not mandated to share.

Universal Screening is universal which includes all.  The assessment periond that we will NOT include everyone is the EOY and that is because sooooooo much is going on.  At the EOY we will only assess Tier 2 and Tier 3 students.
