He replaced the military draft with a lottery in December of that same year. In December 1972, the U.S. began to bomb several areas in North Vietnam after peace talks have yet to reach a conclusion. The so-called Christmas bombings led Congressional Democrats to call for an end of U.S. involvement in Southeast Asia.

A war of attrition is a tactic used to make the enemy weaker by harming them in small ways, slowly deteriorating their defense. This relates to the Vietnam War because the United States would send troops out to fight insurgents to only be shot by helicopters. This was great for gaining more ground, but it also made the U.S. vulnerable due to snipers.

The plan was that they would attack cities in South Vietnam while holding uprisings in the country side. This had affected Johnson's presidency because this was attack by the North on the South that started the American withdraw from Vietnam. The United States started to slowly pull out troops before eventually leaving the south to fend for themselves.

Therefore, they went for the 'carrot' instead of fighting. This had eventually ended the war because the Vietnamese were being granted freedom, as long as they had stopped fighting.

* The Carrot and Stick is a metaphor. A great example of this is a mule having to pull a cart. The owner holds a carrot out in front of the mule and the owner also has a stick behind it. The mule wants the carrot, but it doesn't want to be hit by the stick, so it moves the cart to avoid getting hit.
