Project Utopia based on architecture/ apperance

I am going to create a model of my Utopian city

This is city will have an underground part of it and a upper area. The two will be fairly identical but with a difference in society. Where the lower part is not as well developed and has cheaper goods and more opportunities. But whereas th upper is advanced but challenging place to live, therefore there is a degree of equality.

Name of City: Hestia

Transports: To normally use boat/ bycicle. however once it has been developed as a proper city the city can include trains/trams, cars... But overall i believe in my Utopia Everyone has the right to choose something they want to travel in.

Architecture: Majority of the buildings should be smoothed curved and must be resistant to natural disasters
