Talking about rats being on the same equipment as the food and how it was often stored in rooms that weren't properly sealed. They didnt really have safety guidelines or anything to manage the way it was stored and packaged. Companies didnt have to go through the time of making sure the food was safe to eat. Enforcing new safety and heath guidelines as well as building better storage rooms to prevent rats and other small animals from being in contact with the food. 

Everyone needs to eat. If people are being served bad food that has been contaminated then people will get sick. Sick children would lead to even more injuries and deaths in child labor.
