He didn't allow the peasants to have any of the crops they had worked on and all of them went to him.
b) There are a few reasons why Stalin decided on doing this. One being that he wanted more food for workers in the industry. He also wanted to sell food overseas to bring money for Russia.Also, he wanted more people working in the industry than on farms. Lastly, he wanted to identify kulaks, people who believed in private ownership rather than communism. This action made grain production increase by 100 million tones in 1937 and that made Russia sell large amounts of grain to other countries. Farmers left their land to work in the industry, kulaks were killed, and peasants were under the governments control. One major consequence was that many people died like the peasants that were being starved and the kulaks that wanted to make money off their own land.

The poster is trying to make Russians think that Stalin is a god. I believe that the message is that this is what peace looks like if you follow Stalin and to give Stalin grains so you can have peace.
