In December, 1941, Japan attacked Pearl Harbor and killed over 2,300 military personnel and injured over 1,100 people. The attack was both a failure and a success. It had failed because the U.S. Pacific Fleet's aircraft carriers were at sea, escaping harm. It was a success because they had destroyed a lot during the attack. Oahu wasn't Japan's only target though, they had also attacked U.S. and British bases.

The U.S hosted the Washington Naval Conference in 1921 to address growing concerns about naval arms races after World War I. It resulted in several treaties, including the Five-Power Treaty, which limited the size and number of warships that the major powers could have. This was one of the first attempts at global arms control. The U.S played a leading role in promoting peace and reducing military tensions during the interwar period.
