Some resources that have the potential to be exploited would be the use of the commons, for example with land, farmers can only have a few numbers of animals. When farmers put to many animals on one spot the land can no longer flourish because they will be eating up of too much of the land and this is the example of the commons, the land.

Potential solution to this problem

A potential solution to this problem would be to have private property, government regulation, or development of a collective action arrangement. To no have so many people or animals use up the commons because one the commons is over run it is hard or impossible to get it back.

Level of government that you would take this solution

The level of government that you would take the solution to is the local government. I say this because it deals with property taxes. The government can help with the solution because they can regulate the situation.
