we adopted the constitution and the existing confederation. The power was given to certain people with the use of caution before giving them power we can scarcely entertain a doubt but that a plan has long since been framed to subvert the confederation. The plan has been matured with the most persevering industry. They are armed with legislative, executive and judicial powers.

"The state governments are considered in . . . [the new constitution] as mere dependencies, existing solely by its toleration, and possessing powers of which they may be deprived whenever the general government is disposed so to do."
The anti federalist are proving limited government in the new constitution with this statement because the government can take away their control with federal laws and have power over what was once a more "free for all" in every state.

The federalists are against the anti federalists in the fact that they want to have a government with more control. The anti federalists felt that the constitution gave the government too much power, the federalists thought that it would be beneficial the way it was. They fought for the ratification of the Constitution. "Federalists argued that the powers bestowed upon the national government helped to counteract the problems encountered by the Articles of Confederation." The federalists felt that the constitution would solve the problems that surfaced with the Articles.

"State sovereignty would have to give way in favor of the general welfare of the nation."
The state would move aside for issues that affected all of the nation. ALTHOUGH the
"...states still held many residual powers."
Federalist's Madison
"...describes many of these restrictions as so obviously proper." So there should be no fear that the national government would get any stronger to the point of political monarchy. Madison also defends it by saying
...“wherever the end is required, the means are authorized.” That is showing the limitations of the national government because power/action is only authorized when it depends on the welfare of the nation.

In U.S. history, anti-federalists were those who opposed the development of a strong federal government and the ratification of the Constitution in 1788, preferring instead for power to remain in the hands of state and local governments.
