A sudden drought destroys a large share of a country’s rice crop, causing supply to fall sharply and prices to spike. Farmers then overproduce the following season to take advantage of high prices, leading to a surplus and a price crash. This cycle of extreme price swings can harm both farmers’ incomes and consumers’ access to affordable food, causing market failure.
