         <description><![CDATA[<div>(2.) I think that redistricting should be handled by&nbsp;independent commissions (non-political groups). I just feel that this would be ideal in order to have the least amount of bias possible. Either way though, I don't think the districts would ever be made "equal". </div>]]></description>

The people will determine the congressional district lines fairly if there is no stakes for them.
