 From the perspective of the Vietnamese farmers, during the French colonization of Vietnam, every time they occupied a city, they would consolidate the fruits of victory for the first time-quickly set up a colonial management agency, and then dispatched officials and comrades to appease the local people and distribute food during the war.  So it’s good for the victims of the disaster
