Jean-brillant est né à Assemetquagan en 1890, fils d'un ouvrier de maintenance de voies ferrées. Il vécut son enfance dans la vallée de la Matapédia. Après avoir étudié à l'université de Rimouski il alla travailler comme télégraphiste pour une compagnie ferroviaire. En 1916 il se rendit en Grande-Bretagne pour rejoindre le 22iem bataillon après s'être entraîné à Valcartier. En 1918 il menala bataille d'Amiens en tant que lieutenant et mourut le lendemain, le 10
août 1918. Ses nombreux actes de bravoures durant la bataille lui valurent la
plus haute décoration britannique, la croix de Victoria.

Ses deux plus grandes réalisations furent en premier lieu d'avoir été nommé cinquième Premier ministre du Québec de 1879 à 1882 et en second d'avoir occupé la place de septième Lieutenant Gouverneur du Québec de 1882 à 1892. Sinon, il fut aussi ministre fédéral de la justice sous le mandat de Sir John A. MacDonald.
