         <description><![CDATA[<div><strong>English classes are mandatory in junior high and high schools in Japan (beginning a few years ago, from fifth grade of elementary school). Now the government wants English classes to start in third grade in the coming years. Many students will also study English in college. In other words, the majority of the people there can speak english at a grade 3 level.&nbsp;</strong></div>]]></description>
