"It appears there's another version of him underneath his skin just trying to get out but is being contained, restrained with force". I feel like this is saying that he is being restricted by the "perfect" model set by society. This goes to show how people you presume to be perfect, might actually be flawed. It's like an every man for himself kind of deal. Nobody is really safe and not at risk of being flawed. People in a position of power, can often escape being marked as flawed.

Judge Crevan seems to be perfect but he actually is not. A huge example of this would be how he lied to everybody to protect Celestine, so she didn't have to get branded. Nobody really wants to challenge him as flawed, because of all the power he has. The government in which Celestine lives in is an unfair society led by the Guild, who twist the rules to protect themselves and to keep there power. Another theme is fear. He is willing to kidnap anyone who could threaten his power. Is it a coincidence that pretty much everyone that knows about Celestines sixth brand has gone missing. It pretty much puts everyone around Celestine in danger. Like the kids who took pictures of her, do you really think that Crevan would let that get out.
