They were a volunteer army of Cuban exiles, with a bit of training from the CIA. They were hoping to overthrow Fidel Castro. This army was used as to try and show that the USA were not involved. There were 20000 Cuban soldiers waiting, the invaders thought that others would support them, however many were happy with Castro.
