Particularly, his Theory X surrounding how a team, or in the case of school reform, will. live up to the expectations of the leader. At he same time, we have Theory Y, which states the essential task of management is to arrange conditions so that people can achieve their own goals best by directing efforts toward organizational rewards.

Elmore, speaks of expectations in the form of Theory Y as he states that expectations are "collective in nature and the characterize the shared norms and values of school participants developed to get the work of the school done" (p. 139).
