The brave and determined man from Puerto Rico has moved to the United States to be a policeman. 
I find it really interesting the selection of that suit. The colors of Puerto Rico’s flag are represented in it, in my opinion, so as to represent that after all Roy still carries his natal country wherever he is. The fact that the superhero is Captain America also depicts perfectly the profession that this inmigrant chose, which I find impressively compelling.
