  • The ability to both reward and punish those who are subject to his power are also present by means of those who Milk chooses to be a part of his campaign or not.
  • Present also is the ability to inspire and mobilize individuals to take action to showcase the needs of the group Milk is representing.
  • This power is showcased through the series of speeches, relationships, and support that Milk fosters throughout the film.
Referent power
  • This power is also present as we see a positive form of this power through the shared connection Milk has with those that he seeks to lead and
    inspire.
  • They share the same system of beliefs which garners followers to Milk’s cause for positive action.
  • We also see negative referent power on the opposing side, as Milk’s campaign causes dissonance in those who do not support his cause or beliefs.
Expert Power
  • Expert power is also present within the film to some degree, as Milk understands that without success in his campaign, the representation necessary for LGBTQ2S+ rights will not advance.
  • As Milk moves into a more politically powerful role, the needs of the party become more widely known
