In a 2010 article, Fuchs and Stecker highlight the fact that there is too much variation with how RTI is implemented between states and even amongst the different districts within those states. </div>]]></description>

         <description><![CDATA[<div>The "No Child Left Behind Act" and the "Individuals with Disabilities Act" are two of the nation's most important federal laws relating to the education of children. Fuchs and Stecker mention the fact that although these approaches are an improvement from the past, there are still a lot of improvements that can be made. "Although much of the two groups thinking on RTI is well formed, neither one has yet developed a persuasive plan to meet the academic needs of our nation's most difficult to teach children. </div>]]></description>
