         <title>#1 The Structure of Congress</title>

         <description><![CDATA[<p>The House of Representatives: </p><p>The part of the government most responsive to public opinion. Each state is represented in the House based on population.Each state gets at least one member, each member represents one district within a state. There can be no more than 435 members in the house. The entire house is reelected every two years in order to keep them responsive to the people. To run for a seat in the senate, you must be at least 25 years old and a resident of the state that you represent. The speaker of the house leads.</p><p>The Senate: </p><p>This part of Congress makes decisions based on wisdom and experiences of the members. Every 2 years 1/3 of the members are reelected. They stagger elections in hopes that it will limit one group (the public) from taking control of the whole senate  in one single election. Each state has two senators who <span style="font-size: 13px;">must be at least thirty years old and live in the state he or she represents. Representatives</span> serve six-year terms.&nbsp;Senate majority leader is the head of the Senate.</p>]]></description>

There are 100 total seats in the senate. The country is also divided into 435 congressional districts with a population of about 710,000 per district. Each district elects a representative to the house for a 2 year term.<br><br></p>]]></description>

         <description><![CDATA[The 27 expressed powers of Congress listed in Article I, Section 8 of the Constitution grant the&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; legislative branch a huge amount of authority over American national policy, both foreign and domestic.<BR>The most important powers include the power to tax, to borrow money, to regulate commerce and currency, to declare war, and to raise armies and maintain the navy. These powers give Congress the authority to set policy on the most basic matters of war and peace.<BR>Congress's other expressed powers are wide-ranging, including: <UL>The power to establish rules to allow foreign-born immigrants to become <BR>citizens of the United States. The power to make rules for bankruptcies. The power to punish counterfeiters .The power to set up a national post office.The power to provide for copyrights and patents to protect the work of&nbsp;inventors and artists. The power to organize all federal courts below the Supreme Court. The power to make rules to regulate the conduct of the armed forces. The power to call out the militia to defend the country from invasions or insurrections. The power to organize and discipline the militia. The power to govern the federal capital (Washington, DC). The power to acquire lands from the states for use by the federal government. The power to "make all Laws which shall be necessary and proper for carrying into Execution the foregoing powers...." the last one kind of leaves the powers of congress open which could extend the powers to what they see the defintion. thats the elastic clause</UL>]]></description>
