King Charles I granted Sir Robert Heath, who was his Attorney General the southern part of the English claim in America. This included North Carolina but he made no attempt to colonize or develop the land. By 1650 Virginia settlers made there way to Albermarle Sound. They established an independent settlement. In 1663 Charles II regranted Carolina to eight of his favorite nobles, giving each of them the title of Lord Proprietor. They divided the area into counties the northern county was called Albermarle, just to the south was Clarendon County. These eventually became North Carolina. Mostly white men were allowed to be leaders.
