If the teacher has told the students what she expects and the rules they need to follow. Then i don't think that the students will likely to get distracted. When you throw in technology this can make things even more difficult. I definitely think that technology should be monitored at this age. Also maybe you could try to get lock down browsers to where students cannot access social media sites while using technology. They are at the age where they don't really want to listen to the teacher and are also not mature enough to know that they shouldn't be abusing this tool.
