Of the 1147 shot by police 25% of them were Black (when the population is only 13% Black). And only 13 of those police officers were charged. 16.3 Promote rule of law- not meeting. 16.6 transparent institutions- police departments need better transparency and perhaps accountability. 16.10 protect fundamental freedoms of ALL people.
