         <description><![CDATA[<p>Both for Erasmus+ and ESC programmes, and especially for 2021-2023 projects it was, in many project management procedures, impossible to keep the compulsory deadlines set in the Calendar. Even in cases when exception reports are made, and explanantion on malfunctioning IT tools provided, such cases and mentioned as non-financial observations in the IAB audit reports. Could we come back to the common discussion on this subject?</p>]]></description>

         <title>No profit rule SHOULD apply</title>

         <description><![CDATA[<p>Dubious actors have a great motivation to to the projects as cheap and bad as possible (just to avoid reductions) in order to generate the most profit and keep it. Why should they book the best venue, food, facilitators and activities if they can keep all the money they save if they choose the most budget-friendly options? In reality, some beneficiaries try to do the bare minimum to score the 60 points in final report. And some manage to gain profit around 10 000 EUR per KA1 project. In KA2 it is even worse.</p>]]></description>

         <title>25% limit for 3rd countries</title>

         <description><![CDATA[<p>In our contract we have the 25% limit for activities with 3rd countries not associated to the programme. But accredited organisations have no clause in their contract preventing them from transferring all their budget to activities with non associated countries. The budget used for not associated countries is monitored in the YR but we have no contractual base to limit them for KA151.</p><p><br></p>]]></description>

         <title>IT Tools - PMM</title>

         <description><![CDATA[<p>Request to develop a notification system on PMM which would allow the NAs to be informed whenever reports and evaluations are submitted.</p><p>Also relevant for accredited KA1 applications which can be submitted all year round. In addition, if NA Guide states that amendments to GA can be done through IT tools than this should be developed/possible.</p>]]></description>

Now days budget per project is bigger then before and there are also different mechanisms how organizations can protect themselves (signed letters, contracts etc.)</p>]]></description>

         <title>Deadlines</title>

         <description><![CDATA[<p>Even though we should speak about some deadlines and if they are really needed we should first make more space between KA1 (20.2.) and KA2 deadline (5.3.) since with this close deadlines applicants are in the hurry and can't be devoted to both actions in an adequate manner. In addition since for KA2 is not important to catch summer dates for activities it would be wise to put KA1 deadline in FEB but KA2 in May in other for applicants to be prepared and advised adequately, have their first payments on time/as soon as possible and etc.</p>]]></description>
