Like Emika, people alone without many ways to survive may hunt an animal for either food, warmth, or shelter, for the sake of their livelihood. The word hunt implies she is as desperate as people in this dire situation so has no choice to hunt, but instead of animals for food, she hunts criminals for money from authorities in order to support herself and keep a roof over her head.
