Unfourtunately, it's not like that, many people are born more rich than others giving them a better education, with better and more opportunities to make alot of money, whereas some people it may be hard for them to get a good or any education. But truly anyone can become rich but it's easier for some than others. Yet, I do wish poverty wasn't as large as it is today, and billionaires people who are more capable, would help those who don't have as much as them. I also don't like the fact that wealth means power almost in way just because your richer doesn't mean you have as much authority as you think, but that only applies to some cases. If they were born into riches or married someone who was rich, then I don't believe it's really fair. However, if someone worked hard to earn their money, then it shouldn't be a big problem. 
It also depends on why the person is in poverty, like if they were helplessly born into a poor environment or somehow lost their money because of a tragedy, then it would be unfair.
However, if the person lost their money because they became lazy and quit working to try to earn their pay, then the money is perfectly fair.

I do feel some people are in poverty because of circumstances beyond their control. However, I think the government gives them enough assistance to work their way out of poverty. They can receive money to go back to college or vocational schools, daycares are available for their children, if they have any. They can receive free housing and food stamps. In times like this fairness really isn't a factor. Everyone is struggling and the main goal is staying alive.
