There's argument in a free market that low cost is questionable as the demand for health care is inelastic given factors such as population growth. As a results critics would argue that government regulation is needed for cost and the patients would benefit from quality service. The question proposed is does a free market affords efficiency? In short critics would argue no simply because of the high inelastic demand.
