The municipality of Samaca is located in the department of Boyaca, consists of 172.9 km 2 of extension; 171.7 km 2 of rural area and 1.2 km 2 of urban area. It belongs to the central province of the department of Boyaca. Distance 32 km from Tunja and 159 km from Bogota. 
Within the project called construction of domestic wastewater treatment plant for the urban area of the municipality of Samacá, Boyacá, phase 1,aims to expand the treatment capacity in terms of flow and removal efficiency of pollutant load, improving physicochemical and bacteriological conditions and contributing to the achievement of quality objectives.

This will be achieved through a new infrastructure with technology of anaerobic reactors, aerobic reactors, secondary sedimentation and disinfection, which will have a capacity to treat 100% of the wastewater generated in the municipal capital of Samaca. 

For this purpose, the Regional Autonomous Corporation of Boyaca, through Work Contract 1434 of 2019, will build the first phase that corresponds to a first train, which will be formed by the pre-treatment unit with capacity for 100% of the PTAR, an anaerobic reactor - UASB, an aerobic reactor - activated sludge, a secondary sedimentation, these for 50% of the design flow and its sludge dehydration and disinfection line. 
The new infrastructure of the PTAR has an area approximately (315.09mts, 74.70mts, 48.90mts) for its construction, rural sector - Vereda Tibaquira. For the construction of the work there are eight operators and 3 engineers.

• The audited party does not have any physical documents at the PTAR construction site where the information they provide can be corroborated.

• The environmental management plan is being developed with the public service company and auditors of the municipality of Samacá. But nothing has yet been implemented on the environmental side.

• Corpoboyacá has been in charge of verifying plans.

• The construction contract does not include the social and environmental aspects, as explained by the engineer in charge of this part.

• They have permits for dumping, for disposing of debris, and they have environmental licenses and titles.

• Safety for operators and entrance exams, pending for two operators, the staffing and personal protection elements are deficient. 

• It was not observed during the visit to the construction site of the PTAR that the responsible contractor maintains all the necessary equipment for this purpose, for the time required for its use and the present on the site is not located in an organized manner and lacks signage to avoid inconvenience or incidents during the execution of the corresponding activities.

• The environmental management plan they have is only for the construction phase. The site is flooded by infiltrations and water impoundments.

• There are weaknesses in the legal part and in the documentation for the construction of the work and the development of its activities: the meeting is pending for oversight, and neighborhood acts are in process. Among other things.  

• For the social component, the company has made disclosures and socializations of knowledge and they have been well accepted by the population. They have a mailbox for the concerns of the community located in the place where they have the office.

• They do not have ecological points. 

• The toilets for the use of the operators and the people who are in the place are projected in construction, because they are not yet found. 

• The information requested was provided voluntarily and without restrictions. 

• Not all activities carried out have specific control formats.

• The QMS is being implemented to a large extent. 

• There is a lack of training courses for workers. 

• In the planning of the work, the target population and beneficiary of the products and services offered by the audited entity were taken into account, establishing coverage; targeting; future demand; target population and/or beneficiary.

• Quality and potential are observed in the construction of the PTAR.

• The operating company must manage and supply the inputs to comply with the object of the construction of the PTAR, making the respective trainings to the operators and personnel involved.
