In an effort to complete this goal, he implemented a controlled economy and collectivization of agriculture. This created a food shortage which starved millions. Stalin also created a system of forced labor camps called gulags. He used these to enslave anyone who opposed him. Finally, Stalin invaded many countries such as Estonia, Latvia, and Lithuania as well as played a major part in taking down Germany in World War 1. It harshly controls political structure, and values and beliefs of of the population. It makes sure that every aspect of an individual's existence is directed towards the state's goals.
