Even though, the main way onto the roof of the Cecil Hotel is through the main doors that trigger an alarm if not opened by an employee
There are other ways to get on the roof- such as through the fire escapes on the sides of the rooms (ex. the video)
Elisa could've easily made her way onto the roof and jumped into the water tanks (accidental or on purpose) that were sometimes left opened
