In the text it states, "most banks had very few rules about loaning out money. They would loan money to customers so those customers could go use it to buy more stocks.

When the stock market lost so much money, suddenly all those customers had no way to pay back their loans. But when people heard about the crash, they started to panic and wanted to pull the money out of their savings accounts just to keep it safe"(McBirney 1), and now in order to get a loan you need to get approved and you need to qualify, the government checks the number of years who have worked, if you have good credit, they need to know why you need they loan, and if you get approved you need to pay an interest rate, etc. So in conclusion there are many more strict rules now compared to the rules back then.
