The No Child Left Behind act passed congress with enormous bipartisan support in 2001, and was signed into law by George W. Bush on January 8th, 2002. It was an update to the previous Elementary and Secondary Education Act of 1965, increasing the role the federal government in holding schools responsible for the academic progress of their students. It focused on increasing the performance of specific groups, such as ELL, special education, minority, and low socioeconomic level students.
States were not "required" to comply with the new guidelines, but would not be eligible for federal Title I money if they didn't.
