As far as healthcare and EMS went with RSF 3. They were not in any kind of recovery mode when it first started, they were in a response mode. The biggest need that they had was not for healthcare infrastructure rebuilding. It was the need for finances, homelessness, and rent assistance which was way outside of the healthcare response. As far as healthcare, they did not have much to do with recovery.

They discovered the same thing. They never got to that level of recovery. There was no need for them in recovery and it ended up disbanding.

When it comes to rental assistance and housing needs, that's where ESF4 came in. On the RSF side, they have taken on housing the homeless. There was no purpose for RSF3 during this period. There was nothing for them to do. The RSF3 role could be easily integrated into RSF 4. RSF3 does not make sense and is almost redundant in this situation.

They has all these ESFs and RSFs, and everyone had to respond and they did not see that in a scalable fashion. One of the most important things is to recognize that it doesn't have to be. Recognize that RSF3 was not needed and then scale it down. People should understand that is okay.

All RSF do not need to be activated, but the best things to come out of the State RSF groups is the information sharing and the flow of it. They still have the monthly meetings to share resources and that kind of information.

Although the information sharing was good, they do not need a separate RSF for them. Meetings with their group were silent. Align the state recovery framework plan and state RSFs with local county RSFs. I just think there are too many separate RSFs within Clark Co. that could possibly be combined.
