         <title>How does a bill become a law?</title>

         <description><![CDATA[<div>To get a bill to become a law, it can be a long and complicated journey. It first has to be presented in either the House or the Senate. Once it is presented, the bill goes to the committee or subcommittee that it deals with. Once there, it can be amended it a little or even rewrite the entire thing. Also in these committees are where the bill can be "killed" or it "dies". In either of these cases, the bill is rejected. A way an opposer of the bill could make it "die," is to add so much stuff onto it that it never gets voted on. Once the bill gets out of the committees it is then voted on in the entire House/Senate. If it is passed, then it goes to the other side of congress.  If it is passed there, then it is sent to the President and he decides if he wants it to become law or not.</div>]]></description>

         <title>How does the government raise and allocate money?</title>

         <description><![CDATA[<div>They do this almost the same way they try to get a bill passed as a law.  The bill dealing with revenue though always starts in the House.  It is then sent to the committee dealing with finance.  After this committee amends it, they then vote on it to determine if the government can do this or not.</div>]]></description>
