In The Great Compromise, there would be two houses - the House Of Representatives and the Senate. The House of Representatives was all about the representatives being appointed because of the population (Virginia Plan) and Senate was all about an equal amount of representatives no matter the state's size. The south wanted to count them as population so that they could have more power in Congress, but the north didn't. They wanted slaves to be counted as population for taxes but no representation in Congress.
