"People who belong to community groups are paying school bills and they are entitled to know what sources the school offer and why (Moore, Bagin, & Gallagher, 2016). Because the school will be using the local churches along various school routes to provide the venue for the tutoring. It is important the public and parents know why. It is a collaborative effort showing the vested interest between the school and the churches to do what is best for the students. Most of the tutors are former teachers for the school district and they are familiar with the state's SOLs. The goal with the venue is a common assessible area in the community that parents and students feel comfortable using for the programs educational purpose.

The goals that helped the school meet its need are the counseling and tutoring to expand the learning opportunities of the At-Risk students. The financial support of the local churches to cover the cost of the NYSOC program and provide the tutors builds a strong effective partnership between the school and community.
