Exceeding Expectations on Rubric

When creating the rubric, based on the performance descriptors, should I be outlining how students can not only meet expectations, but also exceed? Or should I wait until a student has met expectations multiple times before introducing differentiated assignments with a rubric that demonstrates how to exceed the standard? (I am torn because I feel like not outlining the expectation early doesn't feel like I'm pushing the students to their potential off the bat, but merely being responsive. But I also don't want to push the envelope and demoralize a student who isn't getting to "Exceeding")

If a student meets expectations after two pieces of evidence, is this sufficient? Or does this suggest that perhaps the rigor needs to be increased?

Moving to standard based grading when we have no curriculum.

For Social Studies next year we are moving to standard based grading, but we do not have a curriculum, set learning targets, common assessments or any current reading materials. The current materials is from 2010 that has been shared by previous teachers.
