Scoring for these tests is based upon how well the student scored in relation to a group of students who have already taken the exam.
The norms are established by using a national sample of scores and are usually kept for 7 year periods.

Unlike Standards-referenced assessments, these tests are not scored according to an absolute standard. This test can also not be completed through Ecological or Portfolio assessments because Norm-Referenced tests use standardized procedures with detailed requirements for administration, timing, scoring, and interpretation.

Chapter 2 Power Point: Methods of Assessment and Testing Considerations.

Criterion-Referenced assessments are different than Norm-Referenced assessments in that they are scored according to a standard that has been determined to represent a level of mastery. The test focuses on the students specific abilities rather than how they compare to others.
Criterion-Referenced assessments are similar to Norm-Referenced assessments in that they imply that there is only one correct answer, and that emphasis is placed on recall and rote learning.
Criterion-Referenced assessments are different than Ecological Assessments in that Ecological Assessments consider how different environments influence and impact student learning outcomes. Criterion-Referenced assessments are also different than Portfolio Assessments in that the Portfolio Assessments analyzes a collection of materials over to time to measure student progress.

Chapter 2 Power Point: Methods of Assessments and Testing Considerations
