Access to decent work through the digital economy and entrepreneurship for Refugee and host community youth-Kakuma, Kenya

By training refugee and host community youth on skills in the digital economy, the refugee youth are able to access work in the comfort of camps, hence navigating the restriction to movement. The entrepreneurship skills offered enables them to offer their skills with a business mind set, managing their finances and plowing back into their enterprises. To navigate the challenge of access to business permits, the youth are paired with host community youth in self help groups that ease registration. Consequently their registered digital agencies are able to bid for work on digital platforms such as Upwork, fiver etc.

I have been involved in various initiatives that aim to improve the access of refugees and forcibly displaced individuals to the Egyptian labor market. These initiatives include employment training programs and participating in the implementation of employment fairs. Most of these efforts were undertaken through the Youth for Future Project, in partnership with various organizations and institutions.

One of the initiatives I participated in involved educating business owners and the private sector about the significance of providing job opportunities for refugees and forcibly displaced people in the Egyptian labor market. We organized several meetings and sessions to raise awareness on the legal status of refugees and their rights. Our efforts have been fruitful, as more business owners have become aware of the importance of this issue. However, we are still working to expand our reach and engage more business owners in this cause.

One of the most important things we provide our clients, all of whom are highly vulnerable refugees and asylum seekers in Hong Kong, are robust professional development opportunities to learn invaluable soft skills, such as professional communication, CV-writing skills, financial literacy education, and mock job interview experience. These learning opportunities help to bridge the cultural gaps that are impediments to full, successful integration in their potential host countries (usually Canada or the US) and help our clients further develop and identify their transferable skills, self-reliance, and resilience.

Through the Youth for Future Project, implemented by the ILO in Cairo, we have the opportunity to work with our partners from the government, private sector, workers organization and the civil society to faciliate and support the access of refugees to decent work. Not only do we capacitate young refugees with skills needed and demanded by the labour market, we also raise their awareness on their rights at work, and how within the Egyptian legal framework and labour law can they have decent work. The same is done employers representatives and the government, in parallel to initatives and policy dialogue to enhace the legal framework and improve access of labour market conditions to refugees and migrants.
Labou Mobility in West and Central Africa

At the Regional Bureau for West and Central Africa, we are committed to expanding labour mobility pathways as a sustainable solution for refugee inclusion. Recognizing that employment is a powerful tool for self-reliance, we are working to bridge the gap between skilled refugees and labour market demands through strategic partnerships with governments, private sector actors, and international organizations.

One of our key initiatives is the collaboration with Unione Industriali di Verona (UI Verona) in Italy. This programme opens doors for refugees to secure meaningful employment in two high-demand professions:
✅ Technological Plant Operators – responsible for controlling and adjusting industrial systems
✅ Electrical/Mechanical Maintenance Technicians – ensuring the functionality of critical machinery

By creating direct employment opportunities in Italy’s industrial sector, this initiative enhances both economic growth and refugee integration.

Meanwhile, in Cameroon, we are spearheading a Labour Mobility Programme for Refugee Truck Drivers, identifying 26 skilled candidates for potential relocation. This initiative is part of a three-year strategy designed to:
🔹 Establish a structured recruitment framework tailored to industry needs
🔹 Develop comprehensive training and certification processes for refugees
🔹 Implement data-driven monitoring mechanisms to ensure programme sustainability

These efforts are not just about jobs—they are about dignity, stability, and the transformative power of work. By forging new pathways and scaling up access to international labour markets, we are turning the promise of economic inclusion into reality.

🚀 The future of labour mobility in our region is dynamic, innovative, and full of potential

Hello everyone, my name is Hitham Adam. I am a Sudanese lawyer currently living as a refugee in Uganda.

My work and interest focus on refugee protection, migration, and promote practices policy leads access to decent work for forcibly displaced people in refugee settlement and urban refugee for better inclusion . Through my experience in refugee communities, I have seen that many refugees have skills, education, and professional backgrounds, but they still face barriers such as lack of legal awareness, recognition of qualifications, and limited access to formal employment.

My idea is to strengthen legal awareness and employment support for refugees through community-based guidance, digital information sharing, and partnerships with local institutions and employers.

I believe decent work is not only about income, but also dignity, inclusion, and self-reliance for displaced people. Thank you.
