Nero had a decent beginning as a ruler, but as time went on it just got worse and worse. He had anyone he didn't like executed, even some of his wives. He even spent more money on big parties then on making the city better. These all are great reasons to be on the Hall of Shame, but this one tops the cake. Even though it's a recurring story here, Nero watched his own city go up and into flames.
