3. Proposals are used to make changes in the environment regarding a certain species in case they are in danger, or there is an excess amount of them.

The more data they stuff into the reports, the better it will be for them in the long run. They are also required to have a report on whatever they study. This can probably be unpleasant at times because they are incredibly time-consuming.
