         <title>Step 1-be paranoid about neighboring countries power</title>

         <description><![CDATA[<div>As with Germany in world war 2 they beloved Russia’s power would eclipse their own and they would take over. As well as the bush administration attacking Iraq because they thought saddam was collecting weapons of mass destruction. Through these examples we can see that to start a war you must convince a country that they are deteriorating and the only way to stop it is through military action. A lot of this is just guess work so influencing a country’s guessing with paranoia leads them to make irrational decisions regarding their safety and stability. </div>]]></description>

         <title>Step 2-The country must think the war will not be damaging to their own economy</title>

         <description><![CDATA[<div>This means that a country will not eagerly get into a war in which they think it will cost a lot of money or last a long time. These two things cripple their economy and put them in debt for many years later. Henceforth the head captain of the country would have to convince the government and the people that the war will be fast and cheap and with little risk. To get this to happen the administration must think that their are limited options and that they can perform air strikes with little risk.</div>]]></description>

         <title>Step 3-believing war will fix all their problems</title>

         <description><![CDATA[<div>For example saddam thought that invading Kuwait would eliminate one of his main opponents, increase Iraq’s money exponentially, gain more leverage over Saudi Arabia, and make him more powerful than Iran. It is also good to play the devils advocate in situations like this. This is like saying that if we don’t take action now their will be dire consequences. And not only will it shift the balance of power but it would diminish their image and respect held by other countries. You also have to believe that if you act you will be held in more fear and respect and if you don’t act it will embody your allies.</div>]]></description>

         <title>Step 4-making everyone believe that the enemy is evil</title>

         <description><![CDATA[<div>To lead a country into war you must first demonetize your opponent. You must not only portray the conflict as a clash of interest but also you must also portray the opponent as the embodiment of evil. For example if a country would always be hostile towards America the only option is to get rid of them in the long term. A second argument is that their adversaries are irrational and the only way to subdue them is with military power. Yet another argument is to make the enemy seem smart and capable so that the use of force is more justified.</div>]]></description>

         <title>Step 5-saying that not fighting would be unpatriotic </title>

         <description><![CDATA[<div>For example during the Nixon administration he accused anti-war activists of being unpatriotic by giving aid to the enemy by not wanting war. If an administration decides it wants to start a war it has to do everything it can to marginalize skeptics. The best way of doing this is by saying it is patriotic and distracting everyone from the damage war has done in the past. However another tactic is to make an administration think you want to start a war in an attempt to make them back down in the hope of making concessions. But this can be very risky if they call your bluff and attack you and you are un prepared and under qualified to fight.</div>]]></description>
